There is a code, but it's not part of the "community" ROMS. It is described here:

Is the Non hydrostatic ROMS Version available now? How can I get access to this version. I need it for simulating solitary waves.

There is Crocco (Brest version) that has the most advanced non-hydro options with even coupled 3D waves.
Have a look in the Ocean Modelling for papers.
