Input Netcdf Files Generation

By far, what is the most powerful tool package for the Input Netcdf Files Generation?
(Nc files for Initial condition, climatology, open boundary condition and surface forcing)

Many packages have netcdf interfaces. What are you comfortable with? Matlab has to be the most commonly used, but I think NCL is easier (and it's now open source). Then there is the python movement, also open source.
