make problem on some platforms

Lyon and I have both experienced this problem on IBMs:

f2n1 25% make
gmake: *** virtual memory exhausted. Stop.

It is happening right after the first call to "make-library" for the Adjoint directory. I didn't understand it, so I thought I'd try gnu make 3.81 instead of 3.80 - and it works!

Now to see if the same fix works on my Mac laptop... yes!

Edit: version 3.80 seems to work on Linux, however. Odd.

On IBMs need GNU make 3.81

We found that the latest SVN version of ROMS did not compile (or even begin to do so) with GNU make version 3.80 on our IBMs but when we switched to version 3.81, everything appears to work well. I am now trying to do the same tests on the LINUX systems.
