how to install roms on windows seven?

HI every one.
I want to install ROMS on my system.first, I installed Cygwin on my system. then I downloaded netcdf-3.6.2.then I decompressed this files. then, I entered into cygwin environment.I wrote CC=gcc FC=gfortran-4 F77=gfortran-4 CPPFLAGS=-DpgiFortran ./configure , then I wrote make check , then these message appeared on my screen

There's just been a long discussion on installing netCDF on Cygwin on this thread:

I have a couple of comments. The first is that it is impossible to determine how a make check failure occurred without the full output. Perhaps you could attach it, and I might get a chance to look at it before the Xmas break (but probably not). The second is that this is really a netCDF problem and is best taken to the netCDF mailing list.

BTW, why are you installing netcdf-3.6.2? The latest release in the netCDF-3 series is 3.6.3; if you are brave you could try 4.2.1.1 (but see the other thread).
