Is the sponge layey only works on baroclinic waves?

Dear all,
Now I am using the roms simulating internal tides. In order to avoid reflection at the boundary, I have tried to set a sponge layer within the grd file and the .in file.
The sponge layer was set with gradually increasing diff and visc factors.
However, I didnt see much difference between the experiments with and without sponge layers. Are there other settings I missed?
I am also wondering that the sponge layer work only on the baroclinic waves or work on all motions such as circulation.
any comments and suggestions are gratefully aprreciated.
