The surface net heat flux and solar shortwave radiation

Dear all,
I don’t know whether the surface forces——surface net heat flux and solar shortwave radiation ——needs to be input at the same time. If they input at the same time, they will not repeat calculate? Surface net heat flux includes net shortwave radiation flux, net long wave radiation, latent heat flux, sensible heat flux.
Or to say, there is no need to input shortwave radiation.
