applying river discharge with tide

hi everyone~

I set my grid file, initial condition file, tidal forcing,river discharge file. and I'm trying to run my model.
But my model requires me to offer sustr & svstr though I'm not utilize any climate condition like wind.
Then should I sustr and svstr in initial file as zero value???
or Are there any cpps which need surface stress in my header file????

You can "#define ANA_SMFLUX" for zero surface momentum flux.
