How to restart when define AVERAGES_DETIDE?

I usually save the restart file frequently for a hind-cast run, e.g. every month, so that I could restart the model easily. This works well when AVERAGES_DETIDE was not defined.
When it was defined, ROMS output some new variables to the tidal FORCING file. As I see, it only output the latest variable (ocean_time and et al.) to the tidal forcing file. In this case, if I want to restart at any selected month, ROMS will complain that “GET_IDATA - incosistent restart and harmonics time”. So my question is:
1) Is there an easy way to solve this problem?
2) Is it OK to put a fresh tidal forcing file (without averages_detide variables)? It seems that it would affect the results in this way.
3) Seems better to write out the averages_detide variables to the restart file so to do restart easily. Are ROMS planning to do so?
