Practices in environmental use quality control

Hi,

I am looking for information on guidelines used to evaluate numerical models (for coastal ocean or lakes)
that are part of an environmental study. Documents similar to

STOWA/RIZA, 1999, Smooth Modeling in Water Management, Good Modelling Practice Handbook

but that are used by government or funding agencies (e.g. EPA in USA).

Any information is appreciated.
