What are you trying to forecast? If you are only forecasting total water levels or flooding, the problem is somewhat simpler and less sensitive to the use of data assimilation. Tmax is time. The max value 26.6 is OK. Consider your jerlov water type WTYPE. If it's 1 (clear ocean water) then in a shallow estuary a lot of sunlight reaches the seafloor and is trapped there because the bottom is effectively insulated.
