Yes, ROMS is expecting ubar, vbar in the initial and boundary files. It will ensure consistency between baroclinic and barotropic flows during initialization and after every timestep, but the boundary files ought to be generated in such a way that the u and ubar fields are consistent. My constant wind-induced case seems strange

I set a closed boundary pool(50m*50m), △x=1m, △t=0.2s. There is just one forcing condition, a constant Uwind = 8m/s. But my result looks so strange.
