I tried both methods and both produced the same error, with ROMS unable to find the wind forcing input files.

Additionally, I should say that I have been running this application successfully for several months and I also scoured by ocean.in file for errant characters like tabs, etc.

After much trial and error, The error disappeared once I swapped the gfortran compiler in favor of pgi.

That is possibly insightful.... Adjusting the time step down get's me an extra step or two before blowing up. I can try adjusting it lower than 200s. (20, 38, 16) would be a point on the vertical boundary only 16, is the number of vertical levels. This however wouldn't be a boundary that the BC are concerned with.

I feared the "???" was something far more cryptic and horrible.

What I'll try to do now is to define "ANA_GRID" in upwelling.h, then set some different domain for the upwelling case in ana_grid.h. I'll post the results here.
